Thanks to "The Photos of HertsBus and ScotBus" for more background on this bus flag:

This was a mock-up in the last days of Tayside Regional Council, around the time each of the three new area "teams" were trying to outdo each other! Angus were doing a map, and as well, did intend to do an all-in-one book (never happened just leaflets).

The bus stop was held in the background at the Reception of the former PTU at Parker Street. I was unaware as to what happened to this, until now!
Incidentlly, after this was done, I was informed there is a The Moon in Kirriemuir.
